Scott Dimetrosky serves as both president of Apex Analytics and Chief Executive Officer atRolling Energy Resources. Mr. Dimetrosky hasled planning and evaluation studies for dozensof utility energy-efficiency, load management,and market transformation programs. He iscurrently providing technical and analytical oversight for some of the largest energy efficiency programs in the country, including utilities in Massachusetts ($1 billion/yearspending) and Illinois (over $350 million/yearspending). As a co-founder of RER, Mr. Dimetrosky helps coordinate all aspects of thebusiness, including utility outreach, softwaredevelopment, and end-use customer My Charge reporting.

National Grid and Eversource, 2011-Present:

Mr. Dimetrosky provides technical assistancefor energy efficiency planning and evaluation,including codes and standards, residential andcommercial lighting, and new construction, andassisting with considerations for how toincorporate EV adoption into the next energy efficiency plan.

Nicor Gas 2011-Present:

Mr. Dimetrosky is managing the evaluation effort for Nicor Gas, which runs a $30 million DSM portfolio with 13programs. Mr. Dimetrosky oversees allevaluation plans, data collection instruments, analysis, and reporting. Arkansas Public Service Commission 2011-Present: Mr. Dimetrosky is a member of the independent Evaluation Monitor (IEM) teamwhich guides and directs the EM&V activities conducted by Arkansas’ electric and gas utilitiesand provides timely updates to the Arkansas Public Service Commission on the utilities’progress in reaching their overall programsavings goals.

Carl Kalin

Strategic Advisor/Employee @ Rolling Energy Resources; Co-Founder CREED EV Tracker and LightTracker

Carl serves as a strategic advisor employee for Rolling Energy Resources focusing on B2C EV efforts toaccelerate adoption with incentives, rewards and other behavioral motivation approaches. He is also aco-founder and senior partner with CREED (Consortium for Retail Energy Efficiency Data) which providesmonthly up to date EV Tracker reporting on EV populations in utility service territories for the purpose ofsupporting predictive analytics for data driven Transportation Electrification Programing (TEP). In this role, he is responsible for working with the team to launch all start-up activities, which he then codirects as one ofthe project managers.

Prior to providing EV Tracker, Carl led CREED’s effort for ten years to produce the industry standard datareporting on sales of residential energy efficient lighting called LightTracker. LightTracker reports have beenpurchased by most major utilities offering incentive programs for residential LEDs.These reports have been cited recently in the Federal Register per the DOE report EERE-2021-BT-STD-0005page 33 as follows:

1.) Citing the CREED LightTracker (based on sales data) for 2019, the Joint Commenters stated that LEDlamps constitute 60 percent of lighting sales. (Joint Commenters, No. 19 at p. 3; MEIC, No. 7 at p. 1; CFA,NCLC, No. 24 at p. 1) Per this data, the Joint Commenters stated that incandescent/halogen lamps constitute38 percent of sales (CSM stated 40 percent). (Joint Commenters, No. 19 at p. 3; CSM, No. 12 at p. 1) The JointCommenters estimated about a billion light sockets in the U.S. still employ incandescent/halogen lamps. TheJoint Commenters further stated that, per the CREED Lighttracker, of A shape lamps, candelabra base lamps,globe shape lamps, and reflector shape lamps, respectively, 58, 56, 50 and 84 percent were LED lamps in 2019.

Before starting CREED LightTracker, Carl led business development for NAO Lighting, an authorized LED lightingsupplier to Lowes, for commercial lighting. NAO won the competition for distribution warehouse lightingbased on Albeo (now part of General Electric) high-bay lights. Carl worked with the Oregon Energy Trust,Franklin Energy/Xcel, and others. Carl worked with Franklin Energy on both custom and prescribed rebatesfor energy efficient lighting. Previously, Carl launched Image Industries, competing for energy efficientlighting in Colorado for the hospitality industry, along with educational and commercial office markets.

In 2003, Carl was the first employee for Terralux, a venture-capital-backed LED lighting manufacturerspecializing in portable lighting and LED modules for general lighting such as the Cooper Lighting Lumieredivision. He took Terralux from zero sales to $5 million and helped raise $40 million in venture capital backing,including $18 million from Al Gore’s Generation Investment Management fund.

Before joining Terralux, Carl started The Jedi Group to assist start-up companies with obtaining venturefinancing and to launch new high-tech products and services during the Internet boom. The Jedi Group wascontracted by SmartPoint to develop and launch its go-to marketing strategy. This $10 millionventure-capital-backed telecom start-up company tasked Carl with hiring lobbyists for both political parties.This led to the passage of legislation that resulted in federal pass-through funds becoming available for SmartPoint’s reverse 911 system in Colorado public schools.

Before The Jedi Group, Carl held several management positions in sales and marketing for Fortune 500companies in high-tech industries.Carl has a B.S.E.E. degree from MIT and has done graduate work in computer science at MIT and UCLA.

Katie Parkinson

Associate

At Apex, Katie manages evaluation projects and conducts quantitative and qualitative data analysis for a broad range of projects including program evaluations, market characterization studies, and potential assessments. She specializes in residential impact evaluations, and is currently managing the evaluation of the Residential Lighting Program for Progress Energy and the Appliance Recycling Program for Ontario Power Authority. Previously, as an associate at the Cadmus Group, Katie was responsible for the day-to-day management of three single-family and multifamily programs within the Residential Retrofit Project for the California Public Utilities Commission.

Katie holds bachelor’s degrees in economics and environmental studies from the University of California Santa Cruz.

Noah Lieb

Director of Analytics

Noah brings more than 10 years of diverse experience in the energy industry to his position as director of analytics for Apex. He has managed an electric fuels forecasting service, developed long-term supply and distribution models for the electricity sector, and led quantitative potential and multiyear planning models for utilities across the country. Noah has also served as the database manager for energy program evaluations for the states of California, Wisconsin, Maryland, Massachusetts, and Texas. He’s proficient in SAS, Stata, and Web-based programming, and has managed the technical development and analysis for multiple conjoint survey studies.

 

In addition to contributing statistical and quantitative data analysis, Noah conducts extensive research, develops forecasting models, prepares and leads client presentations, and facilitates enterprise-wide database integration.

Before joining Apex, Noah was a senior associate at the Cadmus Group (formerly Quantec, LLC), where he managed large portfolio evaluations that were specifically focused on database integration and management. He also led several residential lighting and appliance conjoint studies, cost-effectiveness analysis, and residential lighting hours of use studies.

Noah holds a bachelor’s degree in honors international economics and business, graduating summa cum laude from the University of Colorado, Boulder.
